Per the Ministry of Natural Resources, the transfer of private freehold property does not require government consent. Standard transfer taxes and registration fees still apply.
If you're non-resident
The non-resident path adds an exchange-control filing and a different stamp-duty rate. Your attorney and your bank handle the filing. You provide the documents.
Exchange-control filing. The Central Bank of Belize requires approval and a confirmation of notice for cross-border land transactions involving non-residents. Your role is providing identity documents, proof of address, and source-of-funds records.
Stamp-duty rate. Stamp duty is 5% on the value above BZD 20,000 for Belizean-citizen transferees, and 8% for non-residents. Your attorney should verify the current rate against the day's published schedule before you sign. These rates can change.
On a 2727 residence, the gap between the two rates is roughly US$14,000 to US$18,000 in stamp duty. If there's a legitimate case for citizenship, it's worth pursuing.

2727 residences are priced in U.S. dollars. Belize has maintained the exchange rate at BZD 2.00 to US$1.00 since 1976.
